Croatian Income Tax System 2025

Croatia has a progressive income tax system with rates determined by both national legislation and local government decisions. The tax year in Croatia corresponds to the calendar year (January 1 to December 31).

Tax Brackets and Rates

As of January 1, 2025, Croatia has a two-tier tax system with rates that vary based on your place of residence:

  • Annual taxable income up to €60,000: Subject to the lower tax rate
  • Annual taxable income over €60,000: Subject to the higher tax rate

Personal Allowances

Croatia offers a basic personal allowance of €600 monthly (€7,200 annually) that reduces your taxable income. Additional allowances are available for dependent family members and individuals with disabilities.

Dependent Family Members

The personal allowance increases based on the number of dependent family members. The increase is calculated using coefficients applied to the basic personal allowance:

  • Dependent adult: 0.7 coefficient
  • First dependent child: 0.7 coefficient
  • Second dependent child: 1.0 coefficient
  • Third dependent child: 1.4 coefficient
  • Fourth dependent child: 1.9 coefficient
  • Fifth dependent child: 2.5 coefficient
  • Each additional dependent child: 3.3 coefficient

Disability Status

Additional allowances apply for individuals with disabilities:

  • 50-80% disability: 0.4 coefficient
  • 80-100% disability: 1.0 coefficient
  • 100% disability requiring care: 1.5 coefficient

Social Security Contributions

Social security contributions are mandatory and deducted from your gross salary:

  • Employee Contributions:
    • Pension Fund (Pillar I): 15%
    • Pension Fund (Pillar II): 5%
    • Total: 20%
  • Employer Contributions:
    • Health Insurance: 16.5% (paid by employer, not deducted from employee's salary)

Tax Filing

Employers in Croatia are responsible for withholding and remitting income tax and social security contributions on behalf of their employees. However, you may need to file an annual tax return if you have multiple sources of income, income from abroad, or claimable deductions not accounted for by your employer.

Tax returns are typically due by the end of February for the previous tax year.
