Tax Classes
Luxembourg's tax system categorizes taxpayers into different classes based on their personal circumstances:
- Class 1: Single individuals without children.
- Class 1a: Single parents and individuals aged over 65.
- Class 2: Married couples and civil partners opting for joint taxation.
Solidarity Surcharge
In addition to income tax, a solidarity surcharge applies:
- 7% of the income tax amount for most taxpayers.
- 9% for taxpayers in Class 1 and 1a with taxable income exceeding €150,000, and for Class 2 taxpayers with income exceeding €300,000.
Social Security Contributions
Employees in Luxembourg contribute to social security as follows:
- Health Insurance: 2.80%
- Pension Insurance: 8.00%
- Long-Term Care Insurance: 1.40% (on gross salary)
These contributions are capped at a monthly ceiling of €11,940 for health and pension insurance, but the long-term care insurance has no ceiling.
Tax Credits
Luxembourg offers several tax credits to reduce tax liability:
- Single Parent Tax Credit (CIM): Up to €3,504 for single parents with adjusted taxable income below €60,000. The credit decreases progressively for incomes between €60,000 and €105,000.
- Social Minimum Wage Tax Credit (CISSM): Ensures that employees earning the minimum wage have no tax liability.
- CO₂ Tax Credit (CI-CO₂): €192 annually for employees earning less than €40,000 gross per year, decreasing progressively up to €80,000.
- Home Purchase Tax Credit (Bëllegen Akt): For notarial deeds signed between 1 January 2024 and 30 June 2025, a tax credit of up to €40,000 per individual (€80,000 per couple) is available for the acquisition of a main residence.
Tax Filing and Deadlines
The tax year in Luxembourg runs from January 1 to December 31. Tax returns are typically due by March 31 of the following year. Employers withhold income tax and social security contributions at source through the PAYE (Pay As You Earn) system.
